Like Alex said, my name is Charles. Joe did about 25 years with LAPD, and the last twelve was on our full time SWAT team.
[00:00:45] Speaker A: Right? Check. All right, let's hit a video.
[00:00:48] Speaker C: Phoenix 950.
[00:00:51] Speaker D: Hi, I'm at 32nd street on Union Health. I forgot the. And I was sitting in the truck with my agent, see on, and some guy tried to jump in and take off with it.
[00:01:00] Speaker C: Did he have any weapons?
[00:01:02] Speaker D: He said he does, but I don't think he does.
[00:01:04] Speaker B: Okay.
[00:01:05] Speaker A: Some guys rising to hustle, carjacking.
Get down on the ground.
[00:01:15] Speaker B: So before we start, I got. I got to chime in on this. You know how when he's responding, you hear all the beep, beep, beeping what that was.
[00:01:22] Speaker A: That's other radio traffic.
[00:01:23] Speaker B: Yeah, it was stepping on him. He was stepping all over Stratha. Frustrating.
[00:01:28] Speaker A: About five or six. Oh, I hate that, bro.
[00:01:30] Speaker B: Yeah. Everyone's got to be clear the channel. Commandos. He's like, beep, beep, beep.
[00:01:34] Speaker A: Couldn't get it out. He was literally rolling in the vehicle for like, almost four or 5 seconds. In pursuit right before he could even get out that the guy was on foot.
[00:01:41] Speaker B: Right, right. And that's critical seconds. Critical seconds. Right, right. Just have to throw that out there.
[00:01:46] Speaker A: Thanks, man. I love it. Yeah, that's good. So at this point, the suspect has already ran. Suspects ran. They're doing a canine search in the neighborhood. We have, gosh, probably, what, ten units out, we got a canine out. So.
[00:02:01] Speaker B: Shooting'S already started.
[00:02:04] Speaker A: That was about twelve rounds.
[00:02:06] Speaker E: Discharge their weapons until later.
[00:02:07] Speaker B: Okay.
[00:02:08] Speaker C: On the left side, that's where they.
[00:02:16] Speaker B: Have two officers.
[00:02:21] Speaker A: That's us. That's us. Dude, we need to get down.
He's elevated. Take it the guy was on foot, broke into a house. Obviously no one was there. And so he's laying down fire from inside the house.
[00:02:39] Speaker B: Elevated position. Yeah, he went elevated.
[00:02:41] Speaker A: This guy's a smart guy.
Where's he shooting from? Where's he shooting from?
[00:02:49] Speaker C: Front window. Front window. Middle. Middle window panel.
Where do you want me to put the rounds?
[00:02:59] Speaker B: Okay.
[00:02:59] Speaker C: I'm okay with that.
Yeah.
[00:03:09] Speaker B: Just shoot and move, dude.
[00:03:11] Speaker A: Choosing the window.
So he's going to slow.
He literally, like, was walking.
[00:03:20] Speaker B: So the danger is if the guy's deep in the room, he sees a movement. Right. He's got the superior advantage. I mean, you're deep in the room.
[00:03:29] Speaker A: You see that slow movement, you're waiting.
[00:03:31] Speaker B: You don't know if he's braced. We've got really good support.
[00:03:35] Speaker A: That was pretty scary.
[00:03:36] Speaker B: It's a risky move.
[00:03:37] Speaker A: Very risky. I mean, you're talking about a twelve meter jaunt, maybe 15 at the most. And I would have just booked it. I would ask for covering fire and I would have booked it and I would have got across. And you're talking maybe 2 seconds.
[00:03:52] Speaker B: Exactly.
[00:03:53] Speaker A: Versus, like, that was like almost 5 seconds.
[00:03:55] Speaker B: I mean, if that's. You really don't where the distance that they traversed, you might not even need cover fire.
[00:04:03] Speaker A: No. It's so quick because the reaction time is 1 second. Right.
[00:04:06] Speaker B: Right.
[00:04:06] Speaker A: If you so subsecond, guys. And by the, by that time he has to track. And by the time he tracks, that's another second. You're at least in concealment behind the suv and you're to cover maybe a split second later behind the engine block.
[00:04:19] Speaker B: Exactly.
[00:04:20] Speaker A: Yeah. What do you think about that? They took a lot of time to talk about that, right?
[00:04:23] Speaker B: I mean, yeah. You know, I would have ideally liked to see maybe because they're both behind.
[00:04:28] Speaker A: The car and they're both running. They both ran at the same time.
[00:04:30] Speaker B: Right. I would have one stay and lay down.
That's.
[00:04:35] Speaker A: That's standard, right?
[00:04:36] Speaker B: Yeah. And then once he's there, he does and brings them over.
[00:04:38] Speaker A: That. Exactly. The post to it's bounding.
[00:04:41] Speaker B: Yeah. Ex bounty move while they're sidestepping and trying to get accurate fires.
[00:04:45] Speaker A: Yeah.
[00:04:46] Speaker B: Pretty hard. Pretty hard, yeah.
[00:04:47] Speaker A: And you're likely to get shot because you're moving at a third of the rate you could if you were just actually running.
[00:04:52] Speaker B: I like their plan. I like the fact that they came up, they communicated. Yeah.
[00:04:56] Speaker A: This is what we're gonna do in this scenario. You have, I think, border house rules apply. Right. Where if you have three, three or four targets, you're gonna give each target something to eat right before you go back and feed the first target.
[00:05:08] Speaker B: Yes.
[00:05:09] Speaker A: So if they're talking, hey, you take this window, you take that window, you take that door. If I'm gonna lay down covering fire and I'm gonna let you bound to cover. I'm gonna wanna put rounds, take my time and put a round in each window, you know, to switch back and forth that much. It's not that difficult.
[00:05:22] Speaker B: No, no. At that distance, I think it's. It's easy. Yeah. Especially if you have a rifle.
[00:05:25] Speaker A: Since you have a rifle. Yeah.
[00:05:27] Speaker B: Yeah. So yeah, we are definitely instantly in agreement with, I think, better option.
[00:05:33] Speaker A: Yeah, for sure.
[00:05:33] Speaker E: They also utilized less lethal tactics, including tear gas, to avoid an armed confrontation with the suspect and encourage him to come outside.
[00:05:42] Speaker A: Okay, so I'm gonna let you handle this because it looks like a tactical vehicle's on scene now. So he. We have a cornered suspect. We have. What would you call that? He's barricaded. Barricaded inside of a home. And, you know, at this time, I don't think we're clear. As if they actually know that anyone's home or not. I think they're assuming no one's home because no one is running out.
[00:06:03] Speaker B: Right.
[00:06:04] Speaker A: So definitely a swat call out of. Right.
[00:06:06] Speaker E: About 3 hours after the shooting began, the suspect exited the house with his hands up. SaU detectives provided a ladder for him to climb down and took him into custody.
[00:06:30] Speaker A: So he had obviously gained prison tattoos on his back and sleeve.
This guy's done a lot of time.
[00:06:46] Speaker B: Probably ran out of rounds. Yeah, I bet you he probably.
[00:06:51] Speaker A: Yeah, cuz when they were first firing, it sounded like he laid down about ten to twelve rounds. And so that's a magazine. I can't imagine he had more than another mag or two left.
[00:06:59] Speaker B: Most likely nothing.
[00:06:59] Speaker A: So he was a professional, meaning he's been around the block.
[00:07:03] Speaker B: Yeah.
[00:07:04] Speaker A: So he knows he needs to carry ammo.
[00:07:05] Speaker B: Right.
It's just like when you're in a. I always tell officers, when you're in a physical altercation with a suspect, you gotta do is just wait it out. Wait it out, wait out the storm. Weather. The 32nd storm.
[00:07:17] Speaker A: Yeah.
[00:07:18] Speaker B: And that suspect's gassed.
[00:07:19] Speaker A: Yeah.
[00:07:20] Speaker B: And then you go. Go to work. Right. So, I mean, it's kind of like the same thing. They hunkered down, outweighed the initial barrage, and then started systematically figuring out what they can do next.
[00:07:31] Speaker A: Yeah, I would imagine in this scenario that someone from this agency contacted neighbors and found out during that initial shooting period.
[00:07:41] Speaker B: Yeah, those.
[00:07:42] Speaker A: Hey, they're on vacation.
We got a single guy in there. He's barricaded. They're on vacation. So we're good. We're gonna pause, call swat, and wait. Right?
[00:07:52] Speaker B: Exactly. Yeah. Unless something provocative triggers you do. Yeah. You got to go in.
[00:07:57] Speaker A: Yeah.
[00:07:58] Speaker B: Right. Oh, grandma sleeping downstairs. Or we have something then. Then, yeah. You've got all the time in the world.
[00:08:02] Speaker A: Time is usually your enemy, but in this case, times your friend.
[00:08:05] Speaker B: Exactly.
[00:08:06] Speaker A: Yeah. You're ally awesome. Okay, cool. So, he has multiple firearms. Looks like he had two rifles and a handgun. Right. I mean, that's, uh. That's pretty impressive.
[00:08:14] Speaker B: That's a pretty. Pretty impressive cache.
[00:08:16] Speaker A: Look at that.
So, shotgun. Shotgun and two carbines. An M four, M 16 or Ar 15 and four. Right. So he was actually able to barricade himself.
[00:08:28] Speaker B: Yeah.
[00:08:28] Speaker A: This dude went out to carjack, and he wasn't playing around that day. Wow.
[00:08:33] Speaker B: Well, you know what? My talk to me, my speculation is that obviously, he didn't carry a shotgun and two rifles and a pistol. Walk. Carjack. Ah, right.
[00:08:42] Speaker A: Unlocked. Unlocked.
[00:08:43] Speaker B: Found all that in there with two rifles.
[00:08:47] Speaker A: I think you're right.
[00:08:47] Speaker B: When they're carjacking people, that that would.
[00:08:49] Speaker A: Make sense, because he didn't have a bag.
[00:08:51] Speaker B: Right. When he was running over the fence.
[00:08:53] Speaker A: Remember, we watched him in the initial video. When he sprinted, he had a shirt on, and we had no bag in his hand.
[00:09:01] Speaker B: Right.
[00:09:01] Speaker A: Yeah. So he wasn't carrying those. So he was able to get into a house. Folks at home, what does. What does this mean? Lock up your firearms. Right. Lock up your firearms. If you're gonna own a firearm, be a professional and lock up your firearms. Do not let bad people get access to your firearms. Right.
[00:09:19] Speaker B: Well, especially if you're gonna go on vacation.
[00:09:21] Speaker A: Yeah.
[00:09:22] Speaker B: When you're home, have immediate access.
[00:09:25] Speaker A: Exactly.
[00:09:25] Speaker B: When you leave the house. Yeah. Make sure you secure it.
